Overview
The State of Minnesota Construction Codes and Licensing Division's MN State Building Code Jurisdiction Directory lists the City of Waterville, MN as not having adopted MN State Building Codes. See here for more information.
However, Waterville, MN City Code § 33.30 (Adoption of Building Code) documents the adoption of an old building code "National Building Code Abbreviated Edition". particularly the 1979 edition". However, there appears to be no enforcement of this old building code at this particular time. it can be found on page 32 of the pdf document.
